Check scholarship eligibility systematically by country, fee status, degree level, admission stage and funding conditions before preparing essays.

Scholarship pages often use terms such as international, overseas, home, regional, undergraduate, postgraduate and research applicant. These labels are not interchangeable. Before writing an essay, map the current eligibility rules to your own status and keep unanswered points visible.
Start with the named award
Record the exact scholarship, institution or funder, academic year, eligible programme, study mode and official URL. A university may offer several awards with similar names and different rules. Do not combine a previous year's amount with a current deadline.
Note whether the award uses automatic consideration, a separate scholarship form, nomination or a funding application embedded in admission. Admission eligibility does not automatically establish scholarship eligibility.
Check country and residency wording
Copy the official wording for citizenship, nationality, residence and domicile. They describe different concepts. If a regional list is referenced, confirm that your country appears in the current list rather than assuming geographical proximity is enough.
Do not change your address or applicant category to fit an award. Mark dual nationality, residence changes or refugee status as matters for the official scholarship team when the published rules do not resolve them.
Confirm fee status separately
Some awards use the university's home or overseas fee assessment rather than citizenship alone. Record whether a fee-status decision already exists and which office makes it. A scholarship guide cannot determine the legal or institutional assessment.
If the award covers only one fee category or a fixed amount, calculate any remaining tuition difference. Do not assume that “international scholarship” means full overseas tuition.
Match degree level and admission stage
Check undergraduate, taught master's, research master's, PhD or postdoctoral level. Record whether applicants must hold an offer, have submitted admission, be currently enrolled or be nominated by a department. A research fellowship is not a bachelor's scholarship.
Verify start date, campus, subject and full-time or part-time rules. An eligible subject at one level may be excluded at another.
Build a decision table
Create rows for country, residency, fee status, degree, programme, admission stage, academic threshold, language evidence and deadline. Add your evidence and mark each row confirmed, unresolved or not met. Link to the source checked and date.
Do not treat an unresolved condition as confirmed. Ask the contact named on the official page a concise question with the award and applicant type.
Final action
Only after the eligibility table is complete should you tailor statements and request references. Save the published terms and confirmation. Recheck before submission because deadlines and conditions can change. No third party can guarantee an exception to a stated requirement.
